Nearly 60 million lei remained unused from the Ecological Fund last year, due to several problems with the implementation of the projects, including arrears of local authorities' contributions and inconsistencies in technical drawings. The findings were made by the leadership of the Ministry of Agriculture and Regional Development and were presented at the Parliament's Committee on Economic Affairs.
"Out of the 348 projects at that time in implementation, about 185 projects could be continued without any problems, and 59.836 million lei were not used, some of the money could not be transferred simply because it is not capacity to secure the contribution, "said Dorin Andros, state secretary of the Ministry of Agriculture.
Deputies in the Economics Commission have demanded that resources in the Ecological Fund be distributed more efficiently.
"You have accepted some projects that did not have the financial assurance, you made some promises and you have not fulfilled. Send me the decipherment of the revenue side, how it was planned and how it was executed," said Zinaida Greceanii, PSRM deputy.
"The concept of management of the Ecological Fund, as it is at present, is a flawed one. The same practices: we have three million projects and 200-300 thousand lei for the implementation", Stefan Şerang specified, deputy of the European People's Group.
The representatives of the Ministry of Agriculture presented several solutions to overcome this problem.
"One of them is the establishment of a new agency as a result of the reform of the central public authorities, we need to delimit the policy-making competencies of implementing projects, capitalizing on financial sources, and last but not least, -post", stressed Dorin Andros, state secretary of the Ministry of Agriculture.
In 2017, 272 million lei were allocated to the National Ecological Fund.
