For the first time, the Republic of Moldova will implement an Administrative Code so as to define the function performed by the public administration institutions and authorities. This is the legislative initiative suggested by a group of deputies and was voted today by plenary Parliament at First reading.
The new Code will regulate the issuance of administrative acts made by public authorities, the mechanisms for solving petitions addressed by citizens. It will, likewise, encompass all legislative acts currently establishing the legal relations of administrative law.
In addition, the refusal to receive or examine an application will be regulated. It will be also mandatory for the public authorities to draw up the administrative file.
The draft Administrative Code, structured in three books, refers to both uniformity of legal solution and regulation of legal situation signaled by administrative jurisprudence.
