Dozens of families in Chisinau suffer freeze in apartments because of debts
Dozens of families are forced to suffer the cold in the apartments due to over two million lei of debt to Termoelectrica.
Although the building has already been put into operation, the tenants do not have the property title and can not pay the bills. People are indignant and blame the block owner.
Moreover, the inhabitants of the Socoleni street are not connected to the gas.
People say they do not have property title, so they have to pay communal services as a legal person, which means that the rates are higher.
"We pay very expensive communal services, we've paid a lot for hot water, the fee is higher."
"Because the company does not accept the direct billing of investors by Termoelectrica, the entire building block will not be connected to the thermal energy. That's the situation."
"If the block is already put into operation and we will receive the property documents, we will already conclude direct contracts with service providers, Termoeletrica, Water Canal and Chisinau Gaz."
The representatives of the company that built the block say they do not offer the property titles because not all the tenants paid the full amount for apartments. On the other hand, they assure that next week the building will be connected to the thermal agent.
The block was begun to be built in 2007, but it was only put into operation in September this year, seven years beyond the deadline set in the contract. The tenants have signed a petition, which they will send to local and central authorities for help.
