#parl4sec. Economic and justice reforms discussed at inter-parliamentary summit (Video)
The economic and judicial reforms are the key to a successful path to the European Union of Moldova, Georgia and Ukraine. This was the subject of the second discussions panel within the inter-parliamentary conference "Georgia, Moldova and Ukraine: Eastern Partnership and current security challenges", that takes place in Chisinau.
- Dr. Anders Aslund, superior researches, Eurasia Center, Atlantic Council: "The Eastern Partnership should be developed. All the three countries have macro economic stability. Being a partner of the countries present here, this thing is possible. Macro- financial maintenance is one of the key things, other two are the export and investments. We have DFCTA that raise the European exports with 2/3 the exports in EU.
Ukraine should export more products in EU. Ukraine has a big potential of exporting agricultural products. EU has certain request to the Ukraine. Some of these were realized only in five days. Regarding to this, the export volume is very small if comparing with the country's potential. EU should make changes in this sense.
Ukraine and Georgia should analyze the Free Trade Association. Moldova already made this. Ukraine and Georgia should align to this quorum.
How will you obtain big investments in your countries? It is about many factors. First of all, we need a fair justice. We have many examples to give. Georgia should provide justice independence. Ukraine and Moldova are on their way to do so.
All these three countries have big remittances when they come from abroad. But, we don't have enough money in the banking system. We need a better management of the banking system.
You should have foreign loans. In Ukraine this number is much smaller. In this case, justice is essential.
What is EU good for? EU is good at bureaucracy in positive sense. EU knows how to create a functional state. All the countries that became EU members became democratic, developed. EU is leaded by "Much for more" and this is a good slogan, but the EU funding is limited. This should be changed. EU should raise the funds. In each country, we see that the West can influence somehow the situation of the East.
- Dl Ryszard Terlecki, deputy marshal of Poland Seim, Poland Seim:"We talk about the EU adherence and its essential aspects, but also we should talk about the justice dimension.
The systems that were founded in 50s should fight against Russian threatens. Soviet Union disappeared and now, all the countries face some problems. When we adhered to the EU, we concentrated our efforts on the European requests. We thought that all the countries will integrate very easy. EU eliminates the divergence between East and West. The East countries should achieve the level of the West countries.
At the present moment, the misunderstandings among the countries are about to be finished. Some of the EU countries don't satisfy all the expectations. The candidate countries have very big expectations from the EU, but EU can't fulfill all the requirements.
These countries make great efforts to achieve these standards, but they have the doubt is EU would accept these standards and are not sure of the results are the expected ones."
Integrity and territorial suzerainty are important elements for the security. "Ukraine faces a war and some territories from Moldova and Georgia are occupied. EU tries to support these countries. Does the EU form a clear task for the countries that stay behind these threatens?
When we talk about the methods of other countries to adhere to the EU, we talk about an informational war. An important component of this war is the political rightness. At the same time, the society should react on misinformation attempt and provide the political rightness. If we want a suzerainty, we should convince the neighbors to apply reforms in their countries.
In Poland we have the example of a real experience. There was changed the justice system. EU had the courage to raise the standards for those who want to adhere to the EU. The thing is that we are not convinced that the East Partnership countries will have a certain evolution, thus those need to implement certain reforms to achieve the level of European countries."
- Enn Eesmaa, deputy president of Estonia: In Estonia life is said to be a zebra, but life at the international level is even more nuanced. Looking back at our backs we can be proud that we have the patience to survive as a people, while remaining confident in our values and culture. We think we are winners. EP is a lasting priority. We support the political level and the cooperation program. For Estonia and EU it is important to support the countries within the EP.
Our target is to increase the cooperation through consolidation the civil society and the entrepreneurs. EU organized a conference about e-democracy and cybernetic security. We are determined to be sure that the decisions and the responsibilities are fulfilled.
Estonia doesn't see the implementation of the association agreements as a final target of our relationship. The future depends on the successful implementation of the reforms. I urge you to act, to make the all possible and even more.
- Hanna Hopko, president of Commission for foreign affairs, Supreme Rada of Ukraine:"We invite the international authorities to recognize how fair are the Russian elections that will take place in the Eastern Ukraine. I want to see a bigger interest of EU in this sense.
It is a real war on the European continent. Russian aggression made us be stronger and now the Ukraine army is one of the strongest from the world. Thus, we can use our experience in fighting against cybernetic attacks. What we have learned in the last four years is how to defend our suzerainty.
A year ago in Lithuania started a Lithuanian pan for Ukraine. This plan became an European one. We don't only seek for loans, we urge the investors to come in Ukraine and create new access ways. EU should consider that Ukraine a very good platform fro investment sin IT sphere.
We want to see EU and NATO's political desire. Unfortunately, we can't talk from the perspective of being EU members, because the EU can't offer us this possibility.
We should be realistic - Russia will never stop. It is very good that Kiev Rada adopted the law of Donbas reintegration. Russia is responsible of all the damages.
I think that EU will have a great future if it will gather more strong partners. The new members who will help EU to be a strong and successful continent. Only in such a way, Russia will notice that it could be stopped. We should work together. Ukraine, Moldova and Georgia should be considered partners rather than Grey Zone members. The time to be unite has passed."

At the event will gather close to 150 officials and renown specialists, including Presidents of Parliaments, Members of the European Parliament and representatives of United States Congress, as well as well known local and international experts.
