Public Service Agency will register non-commercial agencies

The Ministry of Justice will transmit the tasks of registering non-commercial organizations to the Public Services Agency. In today's plenary sitting, Parliament voted in final reading, a draft amendment to the legislation in this regard.
The new modifications provide the Agency of Public Services to register the periodic publications and the press agencies, the public organizations, foundations, the representatives of foreign foundations, religious groups and so on. Also, the political parties.
At the same time, the Ministry of Justice, within the limits established by the special laws, will have the right to warn non-commercial organizations in the event of deviations from the statutory provisions, to refer the court for the suspension of activity or the liquidation of non-commercial organizations if the activity conduct is contrary to legal provisions.
Also, in the legislative acts regulating the creation, organization and functioning of non-commercial organizations, the registration deadline of a non-commercial organization from 30 to 15 days was revised and decreased.
Another re-examined aspect is the transfer to the Agency of registration powers not only of the Republican and international public associations, but also local ones. This amendment aims to develop the one-stop-shop principle and ensure the unique and comprehensive record of legal persons.
According to the authors, the transfer of some competencies of the Ministry of Justice to other public authorities is an optimal solution in the context of public administration reform and delimits the functions of policy development and promotion from those of their implementation.
