Activity report of CNA presented within common session of two parliamentary commissions
During 2017, the National Anti-Corruption Center made an anti-corruption expertise for 1065 projects of legislative and normative documents. The information about the institution's activity for 2017 was presented today, within the common judicial commission and the National Security Commission, defense and public order.
According to Bogdan Zumbreanu, the CNA director made the anti-corruption expertise, so, 363 whole projects, 468 modified and 11 projects that need to pass it.
Of all the recommendations submitted by experts and accepted by the authors, an anti-corruption expertise of 59.56% has been established", has proven the report.
Regarding the testing of professional integrity, the report states that the CNA has issued to 65 entities 4,456 integrity records aimed at avoiding the appointment of civil servants who have not shown their professional integrity. In 2016 only 219 criminal records were released.
Also, in 2017, 136 tests were performed on the simulated (polygraph) test detector of the CNA candidates, in the service inquiries, as well as at the request of other institutions.
"The polygraph proved to be an effective tool. There were cases when some public office candidates voluntarily gave up on joining these positions after examining the questions they were asked to answer during the polygraph testing", said Bogdan Zumbrean.
At the same time, the CNA officers found 881 crimes. As a result of special investigation there were identified corruption, money laundering and crimes of other type. 617 among these were qualified as grave, 227 - less grave and 37 easy. 69% of the crimes took place in Chisinau and the districts from the center of the Republic, 22% in the north districts and 9% in the south districts.
According to Bogdan Zumbreanu, CNA director, the previous year, there was registered the highest number of bribery.
CNA report is public. It was published on the web sites of the Parliament and CNA.
The judicial commission and National Security Commission will decide if the report will be presented within the Plenary of the Parliament.
According to the 441 article of the 1104-XV law from 06.06.2002, regarding the National Anticorruption Center, the parliamentary control on the Center's activity belongs to the National Security Commission, public order and defense.
Annually, till March 31, the CNA presents the report regarding its activity. At the deputies' request, the director can present the activity report within the Plenary of the Parliament.
