Within the Wednesday session of the Government, the members of the Executive discussed the draft law on the registration of some means of transport, the provisions of which are to regulate the registration mechanism of certain categories of vehicles from the eastern districts of the country and to create the normative framework for the implementation of the Protocol decision "On the Participation in the International Road Traffic of Transnistrian  Vehicles not Commercially Operated" signed on April 24, 2018 at the level of the political representatives in the Transnistrian settlement negotiations.

The object of the present project are the cars and the trailers attached to those, motorcycles, mopeds and auxiliary motorcycles owned by individuals with permanent residence in the administrative-territorial units on the left bank of Dniester and in Bender and certain categories of legal persons registered at the competent authorities of the Republic of Moldova.

The registration process of these means of transport will be carried out by the representatives of the Public Services Agency in specialized points located in the towns of Ribnita and Tiraspol on the basis of confirmatory documents attesting the person's domicile and ownership, together with a written declaration on their own responsibility to the applicant as to the veracity of the information provided.

The mentioned vehicles will obtain neutral model plates and certificates, without paying the import duties and the mandatory payments established under the Law of the Population Support Fund, with the mandatory presentation of the customs documents.

The provision of neutral placards shall be ensured in order to allow the above mentioned categories of motor vehicles to participate in the international road traffic and in order to avoid the abuse and evasion of the import rights related to the means of transport introduced in the Republic of Moldova, provides for a prohibition on the movement on national roads of means of transport registered under the law in question and which are run by persons domiciled in another locality than in the administrative-territorial units on the left bank of Dniester and Bender.

We recall that according to the provisions of point 17 of the Protocol Decision of April 24, 2018, the nominated registration mechanism is to be implemented starting with September 1, 2018, and through it the authorities of the Republic of Moldova will resolve in a viable way the problem vehicles from the Transnistrian region moving abroad, with their gradual connection to the national and international requirements in the field of reference.
