Andrian Candu: We can't do recover overnight what others destroyed in 10 years
"Only the blind does not see any results, but we can not do miracles overnight, when 10 years ago someone has beaten the country, including its income," said Andrian Candu, Parliament Speaker at the press conference in which he presented the balance sheet of the Legislative work during the spring session 2019.
Asked by journalists to comment on the data of surveys that would show that Moldovans are not satisfied with the situation in the country, Andrian Candu said there is progress and is could be seen. He gave concrete examples from all fields.
"It takes more time to regain people's confidence after they lose hope and become very disappointed with the financial and banking crisis that has caused a lot of troubles in 2015. I remember that in January 2016, when the Democratic Party assumed responsibility for the government, the percentage of the grievances you mentioned was over 90 percent. Today's 70 percent, however, there are 20 percent that are happier than in the previous period, and if we talk about better life, of course, this is a more relative thing, each of us wants a better life. But if we are going to review the ones made during the two years, we see only evolution and development and not regress.
If we are talking about organizing services for the population and talking about the appearances of those offices of the Public Service Agency. The fact is that more than one institution has been concentrated in a single counter and the citizen comes in one place and, perhaps, with some deficiencies, but largely receives a service from the state without being sent to all kinds of other institutions , in a short period of time, is already a benefit.
If we talk about pension reform, two or three years ago, any expert, whether it was pro-government or government, any expert would have told you that the pension system is on the verge of a catastrophe and because we have many privileged categories. Now, however, an order has been made and the pension system has been cleared, and now the pensions have been redeemed. We have cut off all possible privileges, starting with judges, prosecutors, including deputies, in all privileged pensions, and we have all put them on an equal footing. Everybody gets a pension in proportion to the contributions they have made.Let's talk about roads, let's talk about social projects, meal tickets or First Home. Let's talk about the infrastructure, let's talk about the roads. Let's talk about investments, there are over 60,000 jobs created last year, including the changes in legislation and the reforms that have been promoted, new investors that have come, companies that multiply their businesses.
There is economic progress, we have over 25 percent growth in exports and imports, we have the growth of the economy from scratch or even minus, that we were almost foul in January 2016, but experts say that this year is expected to increase by 5 percent of the economy.
Yes, five per cent is not so much in terms of recovering the big gap, to make the Republic of Moldova one of the prosperous countries, but consider everything by comparison. What we had in 2014 and 2015, and what we have today or last year.
If we talk about investors, TransGaz in the energy field, Banca Transilvania in the banking field, follows another banking transaction related to Moldova Agroindbanck, and let us not forget another beautiful news, even if it is not a pure Moldovan but Moldovan-British company , a first company that last week was certified at the New York Stock Exchange, we are talking about Endava.
So, yes, I can still say that only the blind does not see some results, but you can not do wonders overnight, when 10 years ago someone has beaten the country, including the income to this country.
And I wonder if the governing party, along with its coalition colleagues, managed to fight the schemes at the customs, managed to better manage what the state budget and the tax administration specifically did, they managed to do a procurement system and is about to bring about performance to prevent corruption and fight corruption, and if all of this with the same money and those entries in the country, 25 percent succeeded in securing new budget revenues, I wonder where they were this money up to now?
I have a lot of questions about those who managed either FISC or the Ministry of Finance or Customs in previous years. I will not give names, I will not give names of parties, but it is certain that there is a certain order and discipline. You can not do everything in one day and overnight. But there is progress and it is visible. I would very much like one day to do all that is done in 5 years, yes there are things and there are processes. There is another issue related to the human resource, with regret we are missing specialists in various fields.
There has been a change for the better, considering that until now we had a government with 16 ministries, and we currently have only 9 ministries that work more efficiently, which spends even less paper, but that's also a plus " said Andrian Candu, Speaker of Parliament.
