Today, the Cabinet of Ministers approved the amendment and completion of the Law on Internal Trade, as well as the creation of the normative framework necessary for the implementation of the provisions of the Law on Mass Vouchers and the Law on State Control over Entrepreneurship.
Minister of Economy and Infrastructure, Mr. Chiril Gaburici, said that this project is aimed at the internal trade regarding the provision of public catering services and on the retail trade. Thus, the main provisions of the project are the substitution of the authorization for the operation of the commercial units and the provision of services, with the notification procedure regarding the commencement of the trade activity, to the local public administration authority. Gradually, restrictions on the use and marketing of plastic bags by retail establishments will be gradually included, depending on their thickness.
"Entrepreneurs will no longer have to apply for authorization to operate and carry out retail trade. It will only be enough to submit a notification to the local public administration authority. This will simplify the activity of the interior trade and the entrepreneurial activity. At the same time, from the beginning of 2019, it is forbidden to use and sell thin plastic bags with a wall thickness of less than 50 microns, except for those used as packaging. From 1 January 2021, it is forbidden to use and sell very thin plastic bags with a wall thickness of less than 15 microns, except for those used as packaging, "emphasized Chiril Gaburici.
Also, the Minister of Economy and Infrastructure mentioned that the conditions and procedures for the use of meal vouchers as well as the rights and obligations of commercial establishments and those providing public catering services were established in the process of mass meal vouchers.
