National Agency for Employment will be modernized. Why reorganization of the institution is necessary
Prime Minister Pavel Filip assessed the modernization concept of the National Employment Agency, presented at a working meeting at the Government. The new vision was developed by the specialists of the Ministry of Health, Labor and Social Protection with the participation of European experts.
"The field of employment has inherited an obsolete, more mechanical approach to Soviet, where it provides nothing but passive evidence of the unemployed and the payment of unemployment benefit." I did not see a clear vision of development. inert structure, "the prime minister said, emphasizing the importance of reforming the Agency.
The need to reorganize the institution is determined by a number of factors: low activity performance, high labor and supply gap, poor workforce training, and massive staff fluctuations.
Actually, 335 employees are active in ANOFM and this structure includes 35 decentralized territorial structures.
"Why do we need an accountant in every district office? Now we are in times when we have to centralize these services, having online access, very fast," Pavel Filip said.
The concept of reorganization of the institution envisages an increase in the quality of the services rendered and the diversification of the employment actions.
The project also aims at reducing the number of management functions, centralizing processes and focusing territorial structures exclusively on serving the citizen. At the same time, the Labor Market Observatory will become a separate entity that will monitor the labor market at national level, including private companies.
The reform of the NAE is stipulated in the Law on Promotion of Employment and Unemployment Insurance of 10 August and will enter into force in 6 months. Until then, the Agency's new structure and regulation will be developed and approved.
