The residents of a block of flats from Buiucani sector of the Capital live a nightmare. 

They have been terrorized by a neighbor whose behavior is aggressive. The man scares their children, breaks the windows and walks naked on stairs.

People said that they called the police a couple of times, but the man is not scared of the fees. 

"For already one year, we face such a situation. We are afraid to take our children outside."

"He should live apart. We have kids who don't use the elevator, why should we do if they see him?" 

The manager of the block of flats says that the man has been like that always. He bought the flat after he returned from abroad. He started to perform such a behavior last summer.

"He is a normal person when you look at hem, but at times he is very aggressive. He is aggressive with the kids and women", said Igor Ter, the manager of the block of flats.

The 37 year old man didn't comment on the situation. The police opened a criminal file.

"A criminal file on hooliganism was opened on his name. The man will also pass the psychiatric expertise"m said Natalia Stati, IGP press officer.

If found that the man has a mental disease, then he will be hospitalized. Otherwise, he risk a fine of up to 52 thousand lei or up to three years in prison.
