French Embassy in Chisinau was forced to relocate Street Vlaicu Pârcălab in Bucharest, after 2014, in the immediate vicinity of the building started construction of a block of flats on the basis of a court decision issued by Domnica Manole.
The magistrate was the chairman of the group of judges at the Court of Appeal, who examined the notification of the City Hall regarding the construction of the edifice. Then Domnica Manole rejected the municipality's request and gave the real estate developer a chance.
Diplomats described this decision as an obstacle in the work of the diplomatic mission, which is contrary to the Vienna Convention.
Meanwhile, construction works have been found to be illegal, but they have not been stopped.
The "DA Platform" party has declared the support of Magistrate Domnica Manole, even if it has been involved in several resolutions. A few years ago, Ziarul de Garda wrote that Domnica Manole owns 11 cars, although it raises a salary of several thousand lei. Later, the National Integrity Commission established that she had hidden some of her income and property. At least two court orders issued Domnica Manole prejudiced Moldova with 50 000 euros, after being convicted by ECHR in two cases in 2009 and 2011.
10 years ago, in the press, there was a telephone conversation between Manole and Eduard Musuc, who was then president of Chisinau Municipal Council. In breach of the law, the judge offered suggestions on the case in which he was involved.
Then Domnica Manole received a warning from the Superior Council of Magistracy.
