The Open Dialog Foundation has paid hard money to promote controversial characters and to distribute manipulating information for certain interests. According to a report published by LobbyFacts, only in 2014, the NGO led by Ludmila Kozlovska paid about 450,000 euros for political purposes.
The Lobby Facts Foundation, which presented the report, also revealed the expenses of the Open Dialogue Organization for 2016 when it paid another 300,000 euros to influence the opinion of European politicians about some dubious people.
The Open Dialog Foundation has been lobbying in Europe for the parties led by Maia Sandu and Andrei Năstase, but also for CIS 1 raider Veaceslav Platon. In the autumn of last year, the Financial Times reported that the organization has funded PAS and PPDA leaders' travel to European institutions, such as the European Parliament and the Council of Europe.
Also, NGO director Ludmila Kozlovska was included in the black list of the Schengen Information System where criminals and spies are found, according to former kazah deputy Tanirbergen Berdongar. That's because her brother, Piotr Kozlovski, who is Russian, is one of the NGO financiers and the owner of an enterprise in Sevastopol, Crimea, specialized in the supply of special equipment to the Russian military fleet and is monitored by the FSB.
The former legislator also confirmed the veracity of video footage where Kozlovska would appear in intimate scenes alongside controversial Kazakh oligarch Muhtar Ableazov. Earlier, the foundation was accused in a report submitted to the European Parliament that it was involved in the hybrid war fought by the Russian Federation against the West. The authors of the document accused Kozlovska of being co-opted by the Russian special services to divert Europe.
