Andrian Candu at tribune of Parliament: Phrase of "European Integration" in Constitution means future of Moldova
The Speaker of Parliament, Andrian Candu, called for the draft Constitution to be voted on. The project debated in the first reading provides for the introduction of the European vector into the Supreme Law.
Andrian Candu tries to persuade deputies to vote on the draft constitutional amendment:
"Even if there are heated political debates and geopolitical confrontations, which are not necessarily the best and have not done well to the country, probably there are few people in this state, from the doctrinal point of view, if we are talking, who do not understand that at present the best model of development is offered to us by the European Union.
And from the point of view of the freedoms, both from the point of view of rights and from the point of view of the system of functioning of both authorities and economic principles. It is the largest market for the Republic of Moldova, it is a model how the rights and freedoms function, but also the principles of the rule of law.
It is true that the Republic of Moldova still needs too much time and effort to become a member of the EU. However, the process must not be stopped in any way. It has to be a continuous process from several stages: it is about cooperation - this was the case with the Republic of Moldova through the previous treaties and agreements with the European Union, then it follows the association with the EU - what we have today by signing the Association Agreement. It then enters the pre-accession period and then submits the application and becomes a member of the EU.
Why is this change or addition to the Constitution however necessary? Because the Constitution provides for the basic principles of state development. Because the Constitution sets out the basic legal rules and if similar to other Constitutions, we are not sure that we want to have this phrase in the Constitution, it will be not just a political message, but first of all it will have legal provisions that will have a legal impact . This means that every institution, every official in this state, will first focus on everything that means European integration at the stage where the Republic of Moldova will be or is at that time", said Andrian Candu.
"Of course we can now come up with different arguments in the room and we already know the arguments of our colleagues from the socialist faction that such things do not have to be in the Constitution, but why not? If it is a strategic interest of the Republic of Moldova, if it is a model to which we tend not to be in the Constitution. Of course, there are other voices that, regretfully, the opposition factions, considered pro-European parties, who come to condition this vote today and approve this draft constitutional law. they can do it, it is understandable, we can confront ourselves here in arguments, but dear colleagues, I honestly think that this is not conditional in any form and under any circumstances.
Since the declaration of independence, through countless decisions including the Constitutional Court, it has been established that the developing world of this country and the appearances are the European Union and the European integration model. Of course you have the opinion of the Romanian language and we have discussed this, including in the PL faction. We can discuss many other sensitive issues, but things do not have to be linked to each other. Because the European integration is a strategic interest of the Republic of Moldova", said Andrian Candu.
"Many likely opposition figures will say what kind of European integration you are doing today, because there is such a resolution in the EU because there are concerns that are also being launched at EU level. Maybe today, things may be you tomorrow government, not tomorrow or perhaps over 4 years or over 8 years, but what we are introducing into the Constitution is not for today.
And it's not for tomorrow. It is for the next generations, including because, regretfully, the European integration of the Republic of Moldova will not happen tomorrow and, in general, European integration is a lasting process. [...] It is a continuous process of development. And it's not just some constitutional provisions. It's a constitutional guarantee. If today things are not better, sure tomorrow will be better. If we blame the government, let's ask the 500 families that have already taken their First House - a European model, or let's ask those who benefit from meal vouchers - another European system, or let's ask them which now go on better roads. Already is a breakthrough. Or ask those who will go to train at the Polyvalent Arena in Chisinau, which will surely be a European model in a year.
Many critics can bring the government today. We see today that it is possible to govern. Probably tomorrow things will be easier and better, maybe not. Perhaps a year will be even more difficult because European integration requires a lot of effort and a lot of work. Here, in Parliament, we are working hard to draft legislation in all areas where we implement EU directives and EU rules. But do you know how hard it is to implement what we do? Especially when we are deprived of human capabilities and human resources. We are not very well trained in government agencies and government, and we have to train them and educate them not just us, but also those in the European Union.
Do not just face what is today. Think about what will be tomorrow, what will be in a year or what will be in five years. Future governments may be coalition governments. All polls show that no party, especially those who are here, will gain a majority, that is, a coalition government. But the most important thing is that the ruling coalition in the next four years or eight years of age will keep the letter of the law or the letter of the Constitution in everything they do", said Andrian Candu.
That is our constitutional guarantee. And if you really think the EU model is a model that the Republic of Moldova must follow, do not think about the conditionality, do not think about what is happening to you today. And maybe today you really have reason to believe that you can not vote today. Think about what happens next when you wake up tomorrow morning. [...] I would ask colleagues to say that today's vote is a nominal, nominal vote. That each of us today should be open to the country and say YES or NO to the completion of the Constitution with what European integration means.
PUBLIKA.MD reminds that to approve this bill, it is necessary that at least 67 MPs vote for pro.
Earlier, Liberal Democrats have avoided giving a clear answer to their position, but a few minutes ago, Vadim Pistrinciuc, refused to sign this manifest.
The Liberals also said the initiative was a populist one.
The draft law on the Constitution was proposed by a group of PDM and PPEM deputies, and the initiative belongs to the leader of the Democrats. Modifications to the supreme law require 67 votes.
This autumn, DPM declared itself to be a Party For Moldova, a party that has as main points the problems of the people. At the moment, there are six political parties in the Parliament of the Republic of Moldova, of which four are pro-European.
