6 DETAINED persons after searches made by NAC and AP at City Hall and to another 30 addresses
25 persons, including three employees of the General Directorate of Architecture, Urban Planning and Land Relations of the Chisinau City Hall and 22 intermediaries and beneficiaries of the civil service, were escorted for hearings at the NAC after their homes and offices were subject for searches.
From the total number of suspects, six were detained for 72 hours. These are the Deputy Head of the General Directorate of Architecture, Town Planning and Land Relations, two subordinates of his, one technical expert and two intermediaries.
The City Hall's employees are suspected of having organized a criminal scheme, through which they facilitated the elaboration of acts for different types of constructions in Chisinau.
By means of persons who interact with the document applicants, the City Hall officials urged the issuing of permissive documents for the construction and reconstruction of some buildings, releasing the drafts, issuing the city planning certificates and signing the reception final of some works.
According to the case-law, for these services, claimants would have paid significant sums of money to intermediaries who, in turn, transferred part of the money to the officials of the Directorate-General for Architecture, Town Planning and Land Relations.
During the investigations, dozens of such cases have been documented and among the beneficiaries are persons who have requested civil servants to provide services such as: the legalization of annexes to buildings located in different sectors of Chisinau municipality, the expansion of shopping centers, the construction of attics , holiday cottages or terraces, the building of holy places adjacent to some medical institutions or moral-spiritual centers near some educational institutions in Chisinau, the acquisition of lands for parking facilities, etc.
Several criminal cases have been opened after the persons were suspected for passive corruption and trafficking influence.
The criminal prosecution continues in this case to establish the entire circle of suspects.
