Andrian Candu about Parliament reform: We already have the concept on how should Parliament's structure should look like
The reform of the Parliament will have some changes this time, announced Andrian Candu, the President of the Parliament.
According to him, the Parliament won't have assistants anymore.
"Referring to the new technological system the Parliament's allocation is too small, a bigger allocation belongs to the Sweden Government and the PNUD partners.
The contest to elect the company that would fund this field took too long. I won't blame anybody, but the contest really took too long. I discussed with the company in June and they already have their plan in August. We planned many things to do in August, for example to develop the e-parliament field.
So, we created a working group to deal with implementing the system, which will work with the implementers, with the Macedonian company that was selected by UNDP, and to implement the systems.
As far as the reform of the Parliament is concerned, then I referred to the context in which we need a new regulation or a Parliament Code, to which we are still working.
It will be a very large, but very important document. It's on my table half already reviewed. It is due to be legislatively initiated in September and in the course of September and October as the new Code of Procedures provides for various other procedures and ways of working in Parliament, considering that in the new legislation we will have deputies coming from uninominal constituencies.
It disappears, and that is what we want, and this is an element of reform, the Parliamentary Assistant will disappear, so we will not have parliamentary assistants, today we are over 100, that is also a burden including the budget.
But considering the plans were indeed that by the end of this session many staff reductions were made, but considering that there are still three months of effective work, it was inappropriate now to make the changes, we wanted to do these with the end of the mandate, and then, at the beginning of the year, the estimates were that we would enter the electoral campaign in September-October and the elections would eventually take place in late November or early December.
However, considering that we have delayed the actions related to the electoral campaigns and the efficiency of Parliament that must be ensured for the months of September, October and November, the reorganization planning is done, we have the concept of what Parliament's structure should look like and everything that means optimization today we already know, but that implementation will take place in the autumn with the entry into force on 1 January, so that the new Parliament already has a new structure, another budget, other elements including efficiency in everything that means parliamentary sales .
