Draft law on innovation incubators and science-technology parks voted in first reading

Central and local public authorities, associations created by association agreement and higher education institutions could set up science and technology parks and innovation incubators. The Parliament examined today the draft law on science-technology parks and innovation incubators and voted it in the first lecture.
According to the project, the list of entities that can set up scientific-technological parks and innovation incubators is expanded. This right will have not only clusters, but also central and local public authorities, associations created by association agreement, higher education institutions.
The creation of science and technology parks and innovation incubators will be simplified, and residents will benefit from more incentives. The State, through central and local public authorities, will be able to offer free of charge public property for the creation and development of the science and technology park and / or the innovation incubator. At the same time, there will be reductions in the calculation of the lease / rent, and in the first two years of activity residents will be exempted from this payment.
In the scientific-technological parks and incubators of innovation will be developed and manufactured innovative product based on research results or transfer technology will be supported economic agents involved in the implementation of research results and acquire new technologies will be attracted investment making new projects.
The project also provides the criteria for evaluating the projects for implementation within the parks or incubators, the deadlines for their implementation and the conditions for their extension. There are also cases of withdrawal of the resident title.
The project is to be voted on in final reading.
