Moldova’s public procurement system is hampered by a low degree of transparency, competitiveness, and compliance with the state’s legal and institutional framework, a report from an EU-funded project has found. The joint Policy Association for an Open Society (PASOS) and Institute for Development and Social Initiatives (IDIS) report was published recently to support civil society in monitoring policymaking and public services.

The report highlights problems with the planning, transparency and quality of the procurement process, which obstructs priority public investment opportunities.

Experts recommended streamlining the procurement process and setting up a centralised acquisitions unit for improving the situation and reducing costs. The report could be used as the basis for future legislative changes in the public procurement system.

The report was published as a part of the Partners in Empowerment project funded by the EU’s European Neighbourhood and Partnership Instrument (ENPI), which aims to increase public accountability and effective policymaking for sustainable development in EaP countries.
