Filip: The Government fulfilled all the responsibilities we had in order to receive first trance of macro-financial assitance
The Government fulfilled all the duties to receive the first tranche of the macro-financial assistance of the EU. Moreover, four of the conditions have already been implemented and other four are about to be implemented. The declaration was made today by Pavel Filip in the weekly briefing of DPM.
"You know this European Parliament resolution, which suspended the granting of the first installment of the 100 million Euro, of which 40% represented the amount of the grant. We fulfilled all the conditions for the first tranche, which from the technical point of view should already be disbursed for the Republic of Moldova, which is about 10 draft laws, all of which have been approved. We are also talking about the government law that was still in place in July 2017 and the law on money laundering and anti-terrorist financing, but also and the law on energy, reducing the number of permissive acts that was a conditionality and a major effort was made to get from 416 permissive two-step acts to only 150. I am pleased that a considerable part is already released by through the unique counter, but also the Law on Customs Service and many others that are foreseen have in these premiums 10 conditionalities. Among other things, the president and vice-presidents of the National Integrity Agency were also approved", Prime Minister Pavel Filip said.
At the same time, the head of the Cabinet of Ministers has announced that the government has met half of the preconditions for obtaining the second installment of macro-financial assistance.
"With regard to the second tranche, all the actions for the construction of the natural gas pipeline that will connect the Republic of Moldova to the European natural gas network, the Iasi-Ungheni-Chisinau gas pipeline are underway. All the procedures are in progress and we hope that by the end the construction of the gas pipeline is to be completed within 10 months.
Everything related to the second tranche was presented to World Bank experts and the EU Delegation, Action Plan to identify the effective beneficiaries of the qualified shareholders in the insurance companies and the audit of the insurance companies, a new Methodology for property and interest control was approved personal and legal compliance of conflicts of interest, incompatibilities and restrictions.In the process of implementation, there is a law on banking activity and prudential supervision of banks, all of BASEL III. Also, the Ministry of Economy should submit to Parliament a new law regulating the acquisitions made by utilities", said Pavel Filip.
And as far as the conditions for the third chance are concerned, which, according to the agreement, should come in 2019, two of them have been completed and another 8 are in the process of being achieved.
At the same time, Pavel Filip claims that the position of the World Bank and the IMF is a proof that the Government is honoring its commitments.
"We have already advanced on the conditionalities related to the granting of the third tranche, which according to the agreement is to come in 2019 and here two are already fully realized, it is the adoption of the Law on non-bank credit organizations, but also improving the direction of social assistance programs through amendments to the Social Welfare Act were approved. As since April 1 2017, the monthly guaranteed income was indexed by 6.8%.
The other eight conditions are in the process of being achieved, the degree of achievement being quite high, even the conditionality that was very complicated and is related to the amendment of the Constitution with reference to the Supreme Council of Magistracy was voted in the first reading.
Indeed, both the IMF and the World Bank have, in their last position statements, confirmed our consistency in meeting the commitments of the Government. They have forecast good economic prospects for our country. The message and determination that was spoken today in the party meeting was to continue all these commitments that the Republic of Moldova has undertaken as we have all the commitments made in the Roadmap we had with the European Commission and how we achieved all the commitments we had in the IMF report, but also with the World Bank, "said Premier Pavel Filip.
"There are two important projects in the parliament that are related to the reform of justice. They are projects that are framed in the small justice reform because we have spent this analysis of everything that happens after the reforms promoted in the judiciary and we came to the conclusion at the end of the year in the beginning of 2018, to come up with the so-called little reform of justice. Why small? Because all these commitments are to be made in 2018. First of all, we were talking about the gaps that have been identified in this system. a very clear procedure of disciplinary accountability of judges, but also of entry into the profession and subsequent promotion of judges in the system. From our point of view, there are two projects that come to give us more tools to have a fair system of judges , objective and transparent activity.
A third project that we talked about a long time ago and one very important, in my view, is to eliminate abuses of preventive arrest and even if in society the views on this issue are divided, we have to point out this debate through regulations. We have all come to the conclusion that several abusive preventive arrests have taken place, which raises questions and we worry. Because the preventive arrest must remain only an exceptional, objective, well-motivated and, of course, argued only for cases expressly envisaged, "Prime Minister Pavel Filip said.
At the same time, Pavel Filip assured that the Government will stay away from the electoral campaign that is about to start for the parliamentary elections in order to achieve as much as possible of the assumed commitments.
