Government to assent new bill on national research and innovation system. New agencies created

A new agency in the Education Sector will be inaugurated. That's the National Agency for Quality Assurance in Education and Research (NAQAER), which will include the attributions of the National Agency for Quality Assurance in Vocational Education, the National School Inspectorate and the National Council for Accreditation and Attestation.
The Executive has approved in this regard a draft law amending and supplementing the Science and Innovation Code as well as Education Code. The document aims at enhancing not only the educational quality but also the research and innovation performance by applying the principle of competition in the fund distribution.
Furthermore, a National Agency for Research and Development will also be established in order to improve the funding in the areas of research and innovation that we identify priorities. The Authority will be responsible for evaluating project proposals submitted by researchers, through competition, irrespective of their institutional ownership.
The fund access managed by the Agency will be facilitated by excluding the mechanism for the organization accreditation and replacing it with the NAQAER scientific evaluation and confirmation tool.

The financial resources required for the project implementation is estimated at 2.2 million lei. Likewise, the reorganization will ensure the optimization of the annual budget expenditures for administration by approximately 9.1 million lei.
