Investments in our country. Chiril Gaburici: Good Roads Project 2 is officially launched
Approximately 2,600 kilometers of roads will be repaired in 2019, of which 1,500 kilometers are included in the Good Roads program 2. This was announced by the Minister of Economy and Infrastructure, Chiril Gaburici in the press briefing on the official launch of the National Good Roads Program for Moldova 2.
"For the year 2019, the rehabilitation of about 2,600 km of total roads is planned, of which 1,500 of the Good Roads program 2, 180 kilometers by foreign investments. Also in the year 2019 there will be about 900 km of roads financed by external sources.
On the Good roads 2 program for Moldova, we will have a coverage of about 2 billion lei from the state budget, of which 1.5 billion from the state budget and 500 million from the road fund, "said Economy and Infrastructure Minister Chiril Gaburici.
At the briefing, Gaburici presented a synthesis of the implementation of the Good Roads project, announced by DPM chairman Vlad Plahotniuc.
The Minister of Economy mentioned the important aspects of the project, spoke about the criteria for selecting the localities where the road sections were repaired or maintained.
"The villages, the localities of the Republic of Moldova were selected irrespective of the political color of the mayors who are in these localities, another criterion was the number of inhabitants, we went to all the villages with more than 400 inhabitants. selected 1,200 localities, and the most important parts of the road have been selected. The ones that join and go to schools, kindergartens or medical centers in these localities.
What about the investments made. I'm unprecedented. By the end of October, we will have 1,200 kilometers of road rehabilitated in the "Good Roads" project throughout Moldova which can benefit all citizens.
By comparison: During the nine-year period 2009-2017, a total of 1,051 kilometers of road was repaired, and only one year in 2018, 1,679 km were repaired, of which 1,200 km are from the project Good roads. If it were the same thing every year, today we would have had a completely new infrastructure all over the Republic of Moldova.
We have to make a difference between the rehabilitated road mileage and those that are only maintenance-free. Maintenance, plumbing, profiling or cracking are done every year, and our total road network is about 9,200 roads that are maintained each year.
With the launch of this program, about 2,000 new jobs have been opened. In total, indirectly, the figure is much higher - over 5,000 jobs - indirectly involved in this project. We can say that this was a test for all our local entrepreneurs who have so far not done so much work in such a short time.
Another aspect - the quality of the works. I have seen the Republic of Moldova, I have beaten all the long and wide roads, and I went to check every referral that came from the citizens. In particular, I have emphasized the quality of the work done. These roads have not been repaired for one year or for a winter. These roads are a first step in building a modern infrastructure for the Molova villages. What we are going to do in the coming years will give us the opportunity to cover the whole country with good roads and to have new portions every year.
I'm sure you say no part of the road has been put into operation without the presence of the State Road Administration and without their technical expertise. The guarantee is one year from the moment of commissioning, and the coming winter will be the first test. If irregularities are detected, in the spring all entrepreneurs will go to the road section that has been detected with irregularities and will be totally repaired. Our objective is to ensure that citizens have good roads that will last.
Transparency in selecting sections. From the beginning, I said that it is a project that is unprecedented and of great interest to everyone. Every citizen kept his eyes on each repaired kilometer of road.
We decided to ensure maximum transparency of this project and launched the website roaduribune.md, where every one of us, at any hour, anywhere, can see where it is, at what stage we are in the construction of roads. Can see the selected section or section of road to be repaired.
Being hundreds of ongoing projects, errors are inevitable, which is why the initiative and involvement of citizens who discover deviations and who are aware of them are very well received. For this, on the good roads page, we decided to introduce a form in which we will receive complaints and suggestions from citizens. Separately, a mechanism will be created and launched to allow citizens to be aware of these delays and to ask questions. Criticism is needed as long as this critique is constructive. We are aware of the fact that it is not only the one who does nothing.
We have regretted sometimes because of lack of communication between citizens and local public administration, local public administration and rayon councils. We want citizens to be involved as much as possible and please the mayors to consult publicly at local level with the citizens so that they can get involved in the decision-making process, which part of the road to be repaired and what is the sequence of these works.
Public consultations will be held in each locality, the consultation sessions will include as many citizens as possible, and the final decision will be taken and forwarded to the district councils, and they will be sent centrally to the Ministry of Economy so that we can include the portion chosen jointly villagers agreement in the Good Roads program 2. It is a project for the locality, so the inhabitants of these localities have to get involved.
I have always seen the joy of every citizen who has benefited from good roads. We have many times received requests from citizens who have seen this project fruitful and have seen its dedication and seriousness.
I am sure that in the coming years we will be able to cover the Moldovan localities with good roads and we will all enjoy what we have achieved together. We want citizens infrastructure to enable us to go to work, schools, kindergartens, healthcare, "said Economy and Infrastructure Minister Chiril Gaburici.
PUBLIKA.MD reminds that the leader of the Democratic Party of Moldova Vlad Plahotniuc recently announced that he has asked the Government to plan the second stage of the program in which the construction of 2600 kilometers of roads is planned.
So far, under the first phase of the project, nearly 840 kilometers of roads have been renovated from 1,275.
Also, in the districts of Basarabeasca, Dubasari and Nisporeni, the works were finished.
In total, 1.5 billion lei was allocated for the "Good roads for Moldova" program.
