The results of the lie detector will no longer be the decisive factor, but rather consultative, in hiring the director and deputy director of National Integrity Authority. The decision was taken by Constitutional Court, at the request of attorney Teodor Cârnaţ. He believes that the polygraph cannot show the real abilities of candidates.
"Candidates will not be eliminated based on this test, because in no democratic state a polygraph examiner can decide who should rule a country, who should be named in certain positions. This decision means that the Integrity Council cannot remove me based on my personality" Teodor Cârnaţ said.
"The Government will follow this interpretation. The polygraph test remains compulsory to all people who wish to be the president, deputy chairman or integrity inspector" Secretary of State of Justice Ministry, Eduard Serbenco said.
Last autumn, Teodor Cârnaţ failed the polygraph test within a competition to become chief of National Integrity Authority. Still, he declared himself righteous and disputed the decision at the court. At the moment, the lie detector is used as a test for those who wish to be employed in the National Anticorruption Center, future judges and prosecutors, as well as SIS employees and of Ministry of Internal Affairs.
