A delegation of the Republic of Moldova, leaded by the Minister of Education, Culture and Research, Monica Babuc, made an official visit to the South Tyrol region of the Italian Republic. The purpose of the visit was to take good practice in the development and implementation of language policies in the educational system of the Republic of Moldova.
At the beginning of the meeting, Minister Monica Babuc mentioned that our state guarantees to the national minorities the right to study in their mother language, but that the knowledge of the Romanian language by all the citizens of the Republic of Moldova is imperious. "Although the national linguistic legislation is quite permissive, there are certain challenges in promoting the official language and the languages of national minorities in the educational system. I greatly hope that South Tyrol's experience will help us overcome these challenges so that we can take good practice in promoting multilingualism and sustainable linguistic policies at national level, "the official said. In the context, we mention that according to art. 10, al. (3) of the Education Code of the RM, "the study of the Romanian language is compulsory in all educational institutions of any level and is regulated by the state educational standards".
During the meetings with senior officials of the South Tyrol Provincial Government and local experts on minority rights, the Moldovan delegation learned about the progress made by this autonomous region of Italy in the implementation of language policies. The province hosts three linguistic communities: German, Italian, and Latin - a minority community with a spoken language of 5% of the population. While the Italian and German languages can be used for official purposes, all three languages are used in the education system of the lady-language communities.
On September 25, Minister Monica Babuc paid a visit to Elementary School and Lydin Lydney in South Tyrol, where she had discussions on ways to achieve bilingualism / multilingualism with school directors, teachers, and inspectors.
At the end of the visit, the head of the OSCE Mission to Moldova Claus Neukirch expressed his hope that the experience gained during the visit will turn into policies that promote multilingual education and will send a strong signal for a truly inclusive Moldovan society.
The study visit was organized by the OSCE Mission to Moldova and the Office of the OSCE High Commissioner on National Minorities with the support of the Ministry of Foreign Affairs of Italy and the Italian Embassy in Moldova. Our delegation also included representatives of the Executive Committee of ATU Gagauzia, the Taraclia Rayon Council and of the National Association of European Trainers in Moldova (ANTEM).
