National defense strategy voted within the parliament session

The National Defense Strategy and the Action Plan for its implementation for 2018-2021 period were adopted today by the Parliament. The documents were supported by the majority of the deputies.
The National Defense Strategy is a policy document that establishes the way in which the functions of state institutions are accomplished in order to ensure national defense.
The document was presented to the Legislature by Defense Minister Eugen Sturza.
"The strategy implies the consolidation, development and modernization of the national defense system. Thus, the strategic vision of the Republic of Moldova in the field of defense foresees the design and the realization of a viable and efficient defense system, according to the security challenges, able to prevent, discourage and reject possible aggressions, attacks and subversive actions on the sovereignty, independence, unity and territorial integrity of the Republic of Moldova and on the security of its citizens", Sturza said.
The strategy was criticized by PSRM and PCRM MPs. At the same time, PDM made a statement in support of the document.
"The strategy is based on the neutrality status of the country. The document provides for several measures to strengthen and strengthen the defense system", said Democratic deputy Marian Lupu.
Among the threats and risks identified by the analysis of the strategic security environment at international, regional and national level, the document enumerates the military potential of the Transnistrian region of the Republic of Moldova, the use of information propaganda tools, attacks on critical infrastructure of Moldova, cyber attacks, illegal migration, illicit arms trafficking, terrorist activity.
The priority action directions included in the document imply the development and consolidation of military capabilities for the effective execution of the constitutional state defense mission, ensuring the functioning of the mobilization mechanism, intensifying parliamentary control in the reform process, strategic communication, strengthening the national defense system in the purpose of anticipating, preventing and counteracting threats and risks to state security, especially hybrids, improving the national emergency management system, etc.
The draft National Defense Strategy and the Action Plan on its implementation was developed by an interdepartmental working group consisting of representatives of 23 defense authorities and institutions.
