New requirements for issuance of certificate of urbanism and authorization for works of national interest
The regulation for issuing urbanism certificate for the design and the permit for building or demolition of public works of national interest has been approved by the Government.
The approved document sets out clear rules for authorizing works of design or execution of the construction of public benefit and national interest and will avoid duplication of objects placement in the same territory.
In the list of works design and execution of construction of public works of national interest included rescue and protection works of cultural, artistic and historical values, reconstruction of urban centers and residential and industrial areas. There are also included the preparation works of land for houses construction from the state budget, as well as buildings from education and health.
Thus, in order to obtain the certificate of urbanism, in case of the interventions on monuments of history, art and architecture, beneficiaries will have to present the project's draft, approved by the chief architect of the territorial administrative unit and the National Council of Historical Monuments. At the same time, in order to obtain a building permit, several documents have to be submitted including: plan of works and notices from the authorities concerned, including those issued by local authorities in whose territory the building will be located.
The certificate of urbanism and building permit or demolition of public works of national interest will be issued by the Ministry of Regional Development and Construction.
