New reveals within the case of Niculina Bulat, the young who died in the Emergency Hospital from the Capital. A commission created by the public lawyer found out that within this case there were breached the rules of the health and informational services. At the same time, Boris Gilca, the state secretary within the Health Ministry said that the young girl could have lived more if the doctors didn't let her go home. The declarations were made within a press conference.
On October 21, Niculina Bulat was transported to the Drochia Regional Hospital, after her health state started to be worse and worse. The doctors examined her and proposed to hospitalize her. Niculina refused, becasue she wanted to be under the care of the doctors from Mother and the Child Institute. According to the experts from Popular Lawyer, the doctors from Drochia were obliged to tell her about her grave condition and not let her to leave immediately after consultation.
"She was consulted by the doctor on duty of the inpatient department. The doctor on duty signed the patient's refusal to be hospitalized. Thus, the medical care of Drochia doctors was stopped here", said Elena Certauteanu, superior consultant within Social, Economic and Cultural Rights.
On the order of the Health Ministry, an internal investigation was carried out in Drochia District Hospital, which showed that the doctor who consulted Niculina violated the code of ethics. Thus, he was dismissed from the post of Head of the Home Section.
"The commission established that the information should have been presented to the patient, not to her tutors. Also, the signature in the Register should have been made by her, not by the tutor", said Petru Mogireanu, the deputy director of the Drochia District Hospital.
After she left from Drochia, Niculina Bulat went to Chisinau, to be consulted at the Mother and the Child Institute. On the way to Chisinau, she started to feel bad and they stopped at the Balti Municipal Hospital. There, the doctors sewed the plague from her belly hospitalized. The members of the commission found out that the doctors should have informed the patient that she requires to be hospitalized. Because of this case, the doctor from Balti hospital was reprimanded.
"The doctor from Balti was reprimanded, even if he did a perfect surgery", said Boris Gailca, general secretary within the Health Ministry.
Niculina Bulat died on November 3, after a surgery that was made at the Emergency Hospital from Chisinau. She arrived in Chisinau ten days before she started to feel bad. After this case, the Health Minister requested Pavel Filip, the prime minister of Moldova to start a search. At the same time, the case is investigated by the Drochia prosecutors too.
