Over 20 attics haven't been finished because building companies failed
At least 20 attics from the Capital haven't been finished for years, because the building companies failed.
People complain that their flats are flooded.
Nine years ago, an attic started to be built on a block of flats from Minsk street.
"We are flooded every time when it rains", said Vasile Efciuc, resident of Capital.
Some Capital residents say that some building companies didn't even ask for permission to start building the attics.
"I didn't give them the permission", said Vasile Efciuc, Capital resident.
This problem was discussed at the session of the City Hall.
"We will start solving this problem", said Nistor Grozavu, the vice mayor of the Capital.
The lawyers say that both the people who paid advance for the attics and the owners of the damaged flats can request to cover their damages.
"The chances that they will receive some compensation are quite small, because they usually secure themselves by hiding their income", said lawyer Victor Panţîru.
The patrons declare themselves poor. The mayor of Chisinau says the authorities are not obliged to get involved in solving this problem. This is because the works were started on the basis of contracts concluded between the economic agents and the associations of tenants.
"Now, we in the municipal budget have to intervene where someone has done business unsuccessfully," said interim mayor of Chisinau, Ruslan Codreanu.
Chief Prosecutor of Chisinau municipality Ştefan Şaptefraţi says there is no statistics on the number of files referring to construction delays, but he said there are many complaints both from buyers and those who have to live in blocks with unfinished attics .
