Pavel Filip: Moldova's army will participate in Ukraine's training (updated)
PM Pavel Filip declared that our soldiers will participate in the training hosted by Ukraine. The decision was made and approved by the Council, during the Government's meeting.
Pavel Filip has also commented on Igor Dodon's resolution to ban our army from participating in the training course.
"The head of state ordered all preparations to come to a stop and inform the organizers to cancel joining the event. It is already the sixth time this happened, as there were 5 previous bans. A big part of the money used in order to train our army comes from our foreign partners and by refusing to join such events our country could lose 5 million lei. I cannot understand his decision, as he cannot provide us any arguments or standings. We have to deal with this situation, as nobody wants to have a weak army. Let us discuss on today's agenda the participation of Moldova's army at the military training in Ukraine" Pavel Filip declared.
A few hours after the declaration was made, President Igor Dodon has wrote on social networks that he cancels the executives decision. The head of state, wrote that for the first time he will use his constitutional right to cancel a decision made by the Government, until this matter will not be decided by the Constitutional Court.
Law experts claim that due to the signed agreement between the Government and the hosting country, the army can freely go to the training. The President can address to the Constitutional Court to cancel their decision only if he believe the act to be illegal. Therefore the decision of the executive remain in force until decided otherwise by the Constitutional Court.
"The Constitutional Court has 6 months to analyze this case and come to a decision. Until then nothing is canceled. Everything can continue and the Ministry has to abide to the Government's decision" law expert, Nicolae Osmochescu stated.
The training will take place on 7 to 23rd September.Our army is joining this event every year since 1996. It's main aim is to test an army's strength, as well as promote it on an international level.
PUBLIKA.MD reminds that Igor Dodon, banned the participation of a contingent of 57 Moldovan soldiers at the "Rapid Trident" training course in Ukraine.
It is not for the first time that President Igor Dodon bans our army from participating in internatinoal training. In February he refused to sign the order allowing our army to join a training program in Romania.
