Promo-LEX Association presented today the monitoring report on the political parties' funding during the first half of 2018. Promo-LEX experts identified that hundreds of thousands of lei were not declared in the financial reports submitted to CEC by the political party headed by Andrei Năstase, according to actual.md.
Thus, the Dignity and Truth Platform Party (PPPDA) has not declared at least 138.530 lei for its offices expenditures and related costs. Moreover, Năstase's party has reported only 4 offices, but the monitors determined that there are 6 offices of PPPDA, while the official site of the party presents 5 of its offices in Chisinau and 30 – across the country.
Also, PPPDA reported much less staff costs to CEC. According to the Promo-LEX experts, the DA Platform did not report at least 15.660 lei and did not include in its reports any person who is officially employed by the party, although the monitors reported that PPPDA has got people employed, including bodyguards for the leader of the party.
Moreover, the PPPDA has not reported any money for travels within the country and abroad.
Altogether, PSRM, PN, PPPDA, and PPȘ did not report an amount of 111.076 lei for travels within the country. And other parties, including Maia Sandu's PAS, did not report an amount of at least 333.413 lei for travels outside the country. The press wrote that, for travelling abroad, Maia Sandu received money from Open Dialog, an NGO funded by several Russian oligarchs. Recently, the Open Dialog Foundation (ODF) has received a negative opinion from the Organization for Security and Co-operation in Europe (OSCE), for financing pro-Russian separatists in Eastern Ukraine. Also, the ODF President, Ludmila Kozlovska, has been recently expelled both from Poland and the EU, and a criminal file was opened on her name in Ukraine, being suspected of connections with Russian secret services.
Generally, Promo-LEX found that the party chaired by Andrei Năstase did not report at least 421.910 lei. All these financial irregularities represent serious violations of the law and come in conflict with the principles outlined by Maia Sandu, that PAS will be only allied with parties that ensure maximum transparency on funding.

Media from Chișinău and many political analysts and commentators, as well, have repeatedly written that Andrei Năstase’s party is funded by his godfather, the fugitive oligarch Victor Țopa. Each time, Năstase has denied the charges, but as the Promo-LEX experts tracked down, his party has undeclared at least around half a million lei and it is uncertain where all this money comes from.
