Republic of Moldova has improved its SAFA international flight safety rating

The flight safety coefficient granted to the Republic of Moldova under the SAFA has substantially improved in 2018.
According to official data from the European Organization for Flight Safety (EASA), the organization that stores and manages the SAFA Database, the country's country rate in September 2018, has reached the lowest level in the last two years - 1 , 12 points.
Thus, if in September 2016 the SAFA rating for Moldova constituted 1.94 points, in September 2017 - 1.23 points. This is because the closer the score is to 0, the higher the level of flight safety, and the countries that exceed 2 points risk introducing certain limitations on flights at airports in the EU.
The positive trend of the SAFA rating for Moldova was also mentioned by EASA Executive Director Patrick Ky at the General Civil Aviation Authorities Meeting, part of the European Civil Aviation Conference, which took place on September 1, 2018. At the time respectively, the overall country rating was 1.18 points.
It is worth mentioning that the country's SAFA rating is based on the average of the assessment of each national company operating flights at the airports where the program applies. SAFA inspections are intended to verify compliance with safety standards issued by the International Civil Aviation Organization (ICAO). The SAFA database also has additional information, such as a list of actions taken as a result of inspections.
Since the beginning of this year, 84 unannounced SAFA inspections have been carried out at 19 foreign airports registered in the Republic of Moldova.
At the same time, the rating that is directly assigned to a state in terms of compliance with international standards and regulations in the field of flight safety is reflected in the ICAO's international audit and the elimination of nonconformities established by the audit. Thus, in 2014, when the last ICAO audit for the Republic of Moldova was carried out, the assigned coefficient was to effectively implement all standards at 73% of 100 levels.
As of September 19, 2018, following the elimination of non-conformities, Moldova's state rating is 80%. Considering that the State Audit Program is set annually by ICAO depending on the priority of its implementation and which is directly dependent on the current state rating, and a lower rating propels the state into the ICAO priority list, the non-inclusion of the Republic of Moldova in the program audit over the last 4 years is an additional confirmation of confidence in the civil aviation surveillance system provided by the Republic of Moldova.
