Romanian Foreign Ministry carries out UNITY consular exercise at Chisinau

The Ministry of Foreign Affairs of Romania, through the Consular Department, together with the Department for Emergency Situations, will carry out the UNITY consular exercise on September 6, 2018 in Chisinau.
This approach is part of the proactive approach of the Ministry of Foreign Affairs in the field of management of consular crisis situations and aims at verifying and strengthening the intervention procedures at the level of the MAE Crisis Chamber, previously used in the successful resolution of many delicate consular situations.
At the same time, this initiative is based on the Cooperation Protocol concluded between the Ministry of Foreign Affairs through the Consular Department and the Ministry of Internal Affairs through the Department for Emergency Situations, which establishes the legal framework for assistance in special situations involving Romanian citizens in abroad.
In the exercise, virtual crisis management will be simulated in which both Romanian citizens and citizens of other EU Member States were involved, as well as the use of new information systems in the consular crisis management procedures, components of the E-Cons integrated platform that are currently serving the entire MFA consular network.
The virtual reality system provided by the Emergency Situations Department allows simulation of a virtual reality crisis requiring multidisciplinary intervention, thus enabling the intervention teams to engage in complex situations.
Such consular exercises are an extremely useful approach for the establishment of unitary practices in the field of activity, which is part of the objective of continuously adapting the consular activity to the European standards and exigencies in the field.
This is attended by the Head of the Department for Emergency Situations, Dr Raed Arafat, MAE Secretary General, Cosmin Dinescu, General Manager of the Consular Department, Bogdan Stănescu, as well as observers from Austria and the European External Action Service.
