The Constitutional Court will announce tomorrow whether the consultative referendum initiated by the President Igor Dodon corresponds to the Supreme Law. Today, magistrates have examined the Liberal Party's appeal that challenged the head of state's initiative and listened to the parties' pleadings.

Liberals allege that the plebiscite is unconstitutional, because some subjects proposed by the head of state can not be subjected to a referendum, but also because the procedure provided by the Supreme Law has not been followed.

"The Venice Commission stated that the direct election of the president does not mean the expansion of the competitions and the obligation of the Parliament to increase them, it is a decree of manipulation of the citizens," said the president of LP, Mihai Ghimpu.

The representatives of the presidency say the opposite.

"At the time the decree was elaborated, the stipulations of the Constitution and the Electoral Code have been respected. The right to ask the people's opinion can not be interpreted in a restorative way. Said Maxim Lebedinschi, Legal Counsel for the President.

"What the President is supposed to do in the Government's opinion and taking into account the legal framework in force and the questions that are subject to referendum." These questions must be clear, ambiguous, they are unconstitutional from the point of view of the Government ", said  Minister of Justice, Eduard Serbenco.

The Legal Direction of Parliament also claims that this referendum is unconstitutional. According to the decree signed by Dodon, the plebiscite will be held on September 24th.

For this consultative exercise almost 75 million lei are needed, money that has not yet been allocated for now. The President wants to consult the Moldovans regarding four issues: the repeal of the law that provides the transfer of public debt to emergency loans offered to three banks, the decrease of the number of deputies in the Parliament from 101 to 71 and the introduction of the history of Moldova in schools. Dodon still wants authority to dissolve Parliament.
