The ban to issue ID cards or driver licenses to debtors to banks has been ruled as unconstitutional by the Constitutional Court. 

The Moldovan courts may have forbidden the issuance of official documents to people indebted to banks, if requested to do so.

The Constitutional Court deemed the respective law encroached upon the right to free movement and other articles from the Constitution.
