Procedure for transmitting property owned by Local Public Administration will be simplified
The Government has passed amendments and additions to the Law on Public Local Administration (PLA), which will simplify the procedure for transferring property owned by PLA to public subjects.
The project was developed in order to eliminate some deficiencies found in the normative framework that regulates the possibility of concluding legal acts of administration and provision of property owned by the administrative-territorial units.
At present, the administrative-territorial units are obliged to carry out public auctions for the transmission of all goods, regardless of the type of transaction and the subjects to whom the good is to be transmitted. However, most local councils note that, from the perspective of opportunity and efficiency, this mechanism causes a number of confusion and implementation difficulties.
As a result of the promotion of the bill, the local public authorities will be able to conclude mandatory documents, such as rental of property owned by local government (hospitals, schools, offices of the Civil Status Service to public subjects without auctions.
