Air Moldova privatization was ad hoc: Parliamentary Committee
Moldovan national airline Air Moldova was privatized with deviations from the regulations. The bad management caused deliberately a poor financial situation which lowered the facility's price ridiculously. This is one of the conclusions of the Parliamentary Committee on Public Finance.
Igor Munteanu, the Commission President, said that Air Moldova's value was assessed at a price lower than the market.
"The assessor failed to apply the most conventional standards of evaluation and audit. He did not calculate the net asset value, the maximum and minimum selling prices, which influenced the final valuation price of 48 million lei, which did not represent its real intrinsic value", said Igor Munteanu.
He could not flesh out the financial loss the state sustained as a result of this transaction.
"The company's shortcomings were set up so that an investor who had been waiting at the door could come and purchase with state aid provided in 2017", added Igor Munteanu.
Air Moldova director Iulian Scorpan declined to comment on these conclusions at Publika's request.
We also could not contact former prime minister Pavel Filip for comments. Representatives of the Filip Government stated the privatization was the single solution to save Air Moldova from
bankruptcy.
The state-own company was Air Moldova was sold to a company, Civil Aviation Group, which was 49% owned by Romania's Blue Air. The value of the sale-purchase transaction exceeds 1.2 billion lei, of which 50 million lei was transferred to the state budget. The rest of the amount represents the debts of Air Moldova, which the investor had to pay.
