Executive to streamline management of external assistance
Government has made a decision on the regulation of the institutional framework and the mechanism for the coordination and management of external assistance, in the context of assigning the coordination powers of the external assistance to the Ministry of Finance.
"This project is an important part of the Government's reform, too. Now we have the certainty that all foreign assistance will be used efficiently, which is not always the case, this is the purpose of the project," said Prime Minister Pavel Filip.
The document aims at ensuring a sustainable financial management of foreign assistance, the efficient use of available resources, in order to maximize the impact of foreign assistance for the development of Moldova, but also the alignment of the foreign assistance programming process with the national budgetary planning system and implicitly the budgetary timetable.
Efforts will also be made to improve the absorption rate of external financial support, transparency in the management of external assistance and the visibility of the results obtained.
The document also provides for the removal of bureaucratic barriers that may delay the launch of new projects / programs. To this end, the Inter-ministerial Strategic Planning Committee and the Sector Councils will be excluded from the process of external assistance coordination.
The Ministry of Finance, as national coordinator for foreign assistance, will develop within six months the Operational Guide on Coordination and Assistance in Foreign Assistance.
