Gheorghe Cavcaliuc, about visit to Romania: We want to sign a partnership agreement with media institutions from Moldova
The exchange of information and good practices with counterparts in Romania proved to be effective over the years in institutional development at strategic and operational level. A statement in this regard was made by Deputy Head of the General Police Inspectorate, Gheorghe Cavcaliuc.
"Between 20 and 21 December 2018, I and three colleagues made a trip to the Romanian Ministry of Internal Affairs and the General Police Inspectorate in order to take good practice in the field of systematization of planned police activities on an interactive map and on how to handle emergency calls to provide the necessary and timely support to the citizens in difficulty.
With all the opening, my counterpart, Chief Police Commissioner Florian Dragnea presented us the structure, composition and attributions of the units handling the calls received through the 112 System Informatics for the management of events reported and reported at the level of the Romanian Police the procedures and working tools regarding the activity intervention at events and a dispatch of the Romanian Police.
We have found an unprecedented practice of the Romanian Police on the 112 emergency response field by concluding partnership agreements with the Prosecutor's Office and the Trust Media, which is involved in disseminating information to citizens and providing support in kidnapping children.
Starting from the experience of the police officers and the knowledge that sometimes life depends on only a few minutes or even seconds and the speed of police intervention, I intend to implement this concept in the Republic of Moldova at national level, more extensive than in the neighboring country, through the conclusion of trilateral / quadripartite agreements, between the National Police, the General Prosecutor's Office, but also the National Police and Information and Security Service and each media institution as well as bloggers.
The idea of this concept would be that this agreement would be functional in the case of particularly serious incidents in relation to the life and health of one or more persons or the occurrence of major crisis events for the safety and life of citizens in case of kidnapping of children taking hostage cases of terrorism The mechanism will operate as follows: the National Police and the General Prosecutor's Office or the Security and Intelligence Service will send an alert message with case information and security recommendations or data about the search for kidnapped children or armed criminals / terrorists, particularly dangerous, and media outlets and bloggers will interrupt the scheduled transmission and will promptly send the alert message of law enforcement agencies that can save dozens or even hundreds of lives.
I was able to make a visit to the Christmas Fair and, in discussion with my counterpart, I noticed a major acquisition of special equipment that is installed to protect citizens, children from acts of terrorism on entering the car in the crowd, the eloquent example being the regrettable terrorist attack in France, Nice.
As a result of the Nazi terrorist attack, at least 85 people, including 10 children, have died at worst, and such dams will ensure the protection of human lives and our citizens can safely enjoy their children's holidays , or cultural - artistic measures organized throughout the year in public places.
