Government approves project on reforming system to determine disability: Domestic law harmonized with international standards
The Government has approved a project on reforming the system to determine disability, harmonized with international standards.
According to the Minister of Health, Labor and Social Protection, Svetlana Cebotari, the main purpose of reforming is to improve the process of determining the degree of disability in order to ensure objective and impartial examination of persons, in compliance with international standards in the field.
"Following the reform of the National Council for the Determination of Disability and Labor Capacity and its structures, including their organization and functioning, an improvement in the process of determining the degree of disability will be ensured, in order to be objective, impartial, fair, incorruptible, transparent, easily verifiable, responding to the needs of the population, "said Svetlana Cebotari.
Additionally, Prime Minister Pavel Filip mentioned it would be serious institutional reform which will ensure benefits equally provided to citizens.
"Importantly, disability won't mainly be determined medically which is based on degree of disability, furthermore, will be considered according to international standards," declared the Head of the Cabinet of Ministers.
The main areas of intervention in the reform refer to: Creation of the Council's territorial structures in each district / municipality and sector of Chisinau municipality, which will ensure determination process without the person moving to other administrative-territorial units; creation of control services to check both the determination of the degree of disability and any complaints submitted by the citizens; online application to exclude the mandatory presence of the person.
