Justice Ministry has launched the project "Transparent Decisions in the Execution of Criminal Punishment".

It will be implemented in the Department of Penitentiary Institutions (DIP) and the National Probation Inspectorate (INP).

The project aims at raising the level of security in society, protecting the population from criminal acts.

Within the project, the instrument for assessing the risk of relapse, which is a complex system based on which the persons sentenced to private and non-deprivation of liberty (detainees and probation subjects) will be evaluated, will be finalized.

This tool includes psychological tests and questions formulated according to a specific methodology for the complex assessment of the personality and behavior of convicted persons, in view of the risk of committing new offenses.

Evaluation is a continuous and dynamic process that includes collecting and analyzing information to determine the level and type of risk presented by a person, as well as capacity, motivation for change. Recently, a similar tool has been developed for adults but it is to be finalized, and a new one will be created for minors. 

The project includes the training of 120 employees of DIP and INP in the field of application of the re-evaluation risk assessment tool. Also, 20 psychologists will receive training in developing programs aimed at reducing the risk of relapse of sexual offenses.

Another objective of the project is to provide methodological support to the DIP and INP staff, to develop its capacities to respect the rights of vulnerable categories of detainees and probation subjects.

Thus, employees will be qualified to make predictions about the behavior of convicted persons and, depending on the results, will be able to adapt the necessary programs so that they adopt a pro-social lifestyle.

The project will last 6 months and has a budget of 250 thousand lei, implemented by the Ministry of Justice in partnership with the Institute for Penal Reform, the United Nations Development Program and financed by the Ministry of Foreign Affairs of Denmark.
