Lawyer Vitalie Nagacevschi said that only Constitutional Court has the right to interpret Supreme Law and decide the time limit of 90 days to form new government. 

"Considering that there doesn't exist a clear regulation, Constitutional Court is the only authority to reserve the right to interpret modality to calculate 90-day time limit. 

Referring to Moldovan Constitutional court jurisprudence, we can recall a case, when Constitutional Court decided that majority of 101 deputies in Parliament is 52, not 51 deputies. This is judgement of Constitutional Court and nobody opposed it", said Nagacevschi.

Meanwhile, the lawyer thinks that the problem is not in the Court's interpretation, but the political class in our country. 

"The problem is not the way to calculate 90-day time limit, the problem is political parties' attitudes. They postponed until the last day to form majority. It's never problematic if they had formed one or two days in advance", said Nagacevschi.
