A man decided to park his car on a lane, therefore cutting off the traffic entirely on it. 

An eyewitness has taken a picture claiming that the car has a Russian plate.

The picture brought forth a split opinion. Some believe he parked knowingly, as there is a tree in front, others that he simply forgot to set the parking brake.
