Parliament to analyze new PDM project against Russian propaganda in Moldova
Democratic Party of Moldova will forward today, at this week's Parliament meeting of Republic of Moldova, a law project regarding changes in the Audiovisual Code, which is meant to ensure informational security of the state.
The initiative, signed by PDM and PPE deputies, aims to make the informational space more secure, by limiting broadcast and rebroadcast of information-analytical, political and military programs in Republic of Moldova, from states that have not ratified the European Convention on Transfrontier Television.
This project does not foresees closing any channels, but simply to eliminate programs spreading propaganda.
Mostly, this law project refers to channels from Russia, because this country has not ratified the European Convention, which sets common rules for information broadcast.
"This project is meant to fight against propaganda and manipulations of foreign countries, which could possibly bring grave informational security prejudice to the state and its citizens.
This initiative is strictly aimed to limit information-analytical programs and will in no way influence the rebroadcast of entertainment programs in Republic of Moldova, or any other programs from foreign countries that have not not ratified the European Convention on Transfrontier Television" was written in PDM's statement.
PDM's project foresees 40 000 to 70 000 lei sanctions. In case the breach is repeated, it will raise to 100 000 lei, while the most strict punishment being the licence withdrawal.
Ukraine has also adopted multiple reforms, meant to protect citizens against foreign influence. Recently, Rada from Kiev, has implemented a similar law as the one suggested by authorities from Chisinau, which regulates the number of programs broadcast in the official language. Radio stations and TV channels are forced to broadcast 75% of the time in Ukrainian.
After Crimea was annexed and war broke out in the country's east, Ukraine's authorities have begun fighting against Russian propaganda.
In 2015, Rada from Kiev have declared communist songs, names, movies and symbols illegal, as an attempt to cast away their soviet past.
Until present, authorities from Ukraine have taken down over 1 300 monuments of Vladimir Lenin and Joseph Stalin.
Last year, Verkhovna Rada, Parliament of Ukraine, has voted a law project forbidding the distribution of works promoting authorities from Russia and supporting Crimea's occupation.
At the same time, a black list of Russian national artists, who support authorities from Moscow and are militating in favor of recognizing Crimea's annexation, was drawn.
So far, 77 Russian TV channels were banned in Ukraine.
The main reason being that most of those channels, while presenting weather forecast, have shown Crimea as part of Russia.
