Prison Subculture analyzed by experts from Europe
Secretary General, Anatolie Munteanu, and employees from the Department of Penitentiary Institutions have spoken with representatives of the European Council regarding the conclusions of the study upon the criminal subculture in prisons. The experts recommendations will be taken into consideration when elaborating new documents of the system's internal policy.
"This is a well written synthesis, which reflects the problems the current system in our country faces. We begun creating a new plan inside the system. We hope the recommendations of this study, regarding the combat mechanism, will help us draw an efficient document that will help eliminate this phenomena" Anatolie Munteanu said.
The recommendations elaborated based on the study, were split into 4 categories. One of them foresees architecture, sectors, moving and separating the inmates. Another category views improvement of the employed staff, training and making security practice more dynamic. Other recommendations are suggested in the internal process of adjustment that can be made both at the penitentiary level as well as the system as a whole, with existing resources.
It must be mentioned that, criminal subculture represents moral values which unofficially rules the life and antisocial behavior of inmates. The social damage criminal subcultures causes can be seen within activities meant to integrate them back into society and stimulates to commit other crimes.
