Promo-LEX expert on election: Everybody to be set for important electoral exercise
The parliamentary elections will take place on February 24, 2019. The decision was voted at the Parliament meeting today. The project complies with the legal norms for the organization of the parliamentary elections, but postponement of the ballot to deadline set by the Constitution would have a political substrate, consider some experts, according to radiochisinau.md.
Parliament Speaker Andrian Candu motivated the decision to postpone election organization for almost three months, although he said earlier this year that elections would take place in accordance with the provisions of the mixed system which acquires lots of preparation. Also, according to Andrian Candu, the current Parliament and Government will be able to work more effectively and the opposition will have more time to prepare.
"We have more than six months for everyone to prepare - and the institutions, and the Government, the Parliament, including from the point of view of budget expenditures and working efficiency, and the political actors, absolutely everyone to be ready for this important electoral exercise, "said Andrian Candu.
It is good that more time was given for the organization of the elections, but it should be taken into account that some of the electoral period will coincide with the winter holidays, commented by expert on electoral domain Pavel Postica on Radio Chisinau.
"It's winter holidays and there are terms that could overlap. The good part is the announcement of date takes place today so everybody will have enough time to prepare for election", said Promolex expert Pavel Postica.
It is possible that the postponement of the date, even if it is established in accordance with the legal provisions, would also include a political substratum, possibly related to some provisions of the laws passed yesterday in the Parliament, commented by political analyst Ion Tăbârţă.
"Incidentally or not, the election date coincides with the tax amnesty law, according to which those who have certain illegal properties can declare them by February 2019. Maybe it's a coincidence, but maybe not. It's evident that this decision to prolong with several months are some calculations, "said Ion Ţăbârnă, political analyst.
According to the Constitution, Parliament is elected for a four-year term. The mandate of the current Parliament expires on 30 November, and the elections must be held no later than three months after that date, until the end of February 2019.
