Was Russian Minister's visit to Moldova official? Check provision signed by GPI chief Gheorghe Balan
The visit of Russian Defense Minister Sergey Shoygu was official, according to the provision signed by chief of General Police Inspectorate Gheorghe Balan, published by deschide.md.
Internal Minister Andrei Nastase would have asked Gheorghe Balan to issue this provision in order to prevent his signature being found on such a document, as the document shows.
In this document, MAI also talks about an "official delegation", security measures granted "only to an official visit" such as: finding a shelter in case of need, column of cars with a flashing lights, evacuating cars from the streets, ..
PM Maia Sandu only found out this visit from President Dodon last Monday, the official said. However, she added that it was long ago scheduled for the end of August. But this would not diminish the fact that Russia carefully plans its moves.
Moreover, Sandu insisted not signing any permission for the Russians'visit due to insufficient procedures taken regarding this visit, which surprised the Moldovan Defense Minister Pavel Voicu.
“As you haven’t taken all the legal steps, this visit is not an official one. As follows, the Government is not involved in this visit and cannot sign permissions or official agreements. As any other foreign citizen, Mr Shoygu can visit the Republic of Moldova as individual, but your meeting cannot have an official character, and you cannot sign any agreements,” mentioned Maia Sandu.
Moreover, President Igor Dodon said the Russian Minister's visit was unofficial yesterday.
"I discussed with PM Sandu the official visit of Mr Shoygu because this one was not", said President Dodon.
